Licenses. We ensured that the agencies we recommend are authorised by the Ministry of Manpower (MOM) to have an employment agency license. Additionally, they should also have the Certificate of Employment Intermediaries (CEI) certification. 

Pool of Caregivers and Helpers. We interviewed all the domestic helper recruitment agencies about how they screen and vet their pool of caregivers and helpers. 

Are their caregivers and helpers trained in certain skills, such as pregnancy/infant care and disability/elderly care? Can they communicate in English? As much as possible, we’d like the answers to these questions to be yes. 

Transfer and Retention Rates. We also paid attention to the agency’s transfer rate (percentage of domestic workers who have transferred to three or more employers in one year) and retention rate (percentage of domestic workers who have stayed with the same employer for at least one year). 

For us, a transfer rate lower than 1.53% (industry average) and a retention rate higher than 44.98% (industry average) indicate that the agency is trustworthy. 

Pricing. We looked at the fee you’ll be paying to the agency upfront. This fee is a combination of the agent fee, admin/documentation, transfer processing fees, MOM fees, and insurance. 

For us, the ideal range for the agency fee is somewhere between S$1,000 and S$3,000, with S$2,500 being the sweet spot.

In recent years, my life has gotten so much busier; first, I gave birth twice, and then my parents moved in to live with us. For a while, we managed on our own, but eventually, I thought that it was time to hire a domestic helper.

Thank goodness I did that! The process was initially intimidating, but the recruitment agency helped ease it, and now we have a domestic helper who has made my life so much less chaotic.

How much does a caregiver and domestic helper recruitment cost in Singapore?

Hiring a domestic helper via a recruitment agency is quite expensive in Singapore. First, there are the one-time fees, which include the agency fee, security bond (optional), placement fee, work permit, and settling-in program. 

All this will give you a tentative price between S$3,930 and S$5,955 (without security bond) or S$8,930 and S$10,955 (with security bond).

After that, there are the recurring fees, which include the salary, medical examinations, insurance, living expenses, and levy (with concession). 

The total of these fees usually sits between S$10,575.20 and S$13,215.20, which you’ll have to pay annually.

Supermaids has multiple locations in Singapore, namely in Katong (where I personally went), Bukit Timah, Orchard, and even all the way north in Yishun. This makes the agency easily accessible to many people, which is why they have a wide clientele now.

I admire how the company thoroughly screens and vets their pool of helpers. They check the background of every applicant, as well as grade their household skills. Even if they get a high grade, maids still undergo more training to improve. 

I have to commend the representative, Shini, who aided me in the process. She was professional, patient, and attentive the whole time. She listened to my concerns (I have two babies and my ageing parents), and she did her best to narrow down my options. 

So far, the maid we got from this agency has been diligent and honest. She’s not super skilled because it’s her first job as a helper, but we can see that she’s putting in the effort to improve. 

Despite all the praises this agency is getting, I’ve heard some complaints from other clients. One client, who went to the Yishun location, told me that she wasn’t satisfied with her first maid, but when she reached out to her agent, he stopped responding.

GM Connection is another reputable domestic helper agency in Singapore, best known for maids trained in child care and elderly care. I know many friends whose maids come from this agency, and they’ve had the same maid for several years. 

When I asked my friends, the first thing they told me was how much they loved their agent (Glen). He’s thoughtful and responsive. At the hiring stage, my friends sent queries and requests, and he responded promptly. 

Even when my friends already had their maids, Glen still reached out, asking for updates and the like. That’s such a lovely gesture. 

Another friend also shared how great the agents at GM Connection are in dealing with helper-related issues. He told me that he had a conflict with his helper, but his agent (Pearlyn) intervened and helped them resolve it in a fair and understanding way.

That said, some agents don’t provide the same great customer service. In one instance, a client reached out to find a maid, but the agent didn’t respond after a few days. They said that they didn’t have a suitable match for them but didn’t elaborate further.

The first thing I like about Best Home Employment Agency is the fact that it has two locations: one is located in Harbourfront, close to the downtown core, while the other is in Bishan, which is ideal for people living in the Central and North Regions. 

Their offering a trial period is another reason why many people like this agency. During this period, the client can assess the maid’s skills, work ethic, and household compatibility before committing to a long-term arrangement. What a game-changer!

I also really like that they offer part-time domestic helper services. This is another game-changer because some people don’t need a maid for a long time—just a few hours every day to clean the house is enough for them.

The agents here deserve praise as well. Clients told me that not only were they helpful and patient with the clients, but they were also supportive of their caregivers and helpers. Agents often check in to ensure that everything’s going fine. 

Do keep in mind that if you terminate your helper way earlier than the date agreed on in the contract, you’ll still have to pay all outstanding salaries and benefits. You might also have to pay penalties, especially if you fail to comply with MOM regulations.

Active Global only specialises in caregivers who are trained in elderly care, which is a bit of a bummer because it narrows down their clientele. Still, they’re worth checking out. 

This agency is best known for its live-in caregivers, but if you don’t want a long-term arrangement, you can book a private nurse instead. Their private nurses only come when you need them to, and they get paid by the hour instead of monthly. 

Another great thing about this agency is that they’re accredited by the Ministry of Health to provide subsidised home care services. That said, these services require means testing.

If you’re not sure if this is the agency for you, you can book a free initial consultation. During this consultation, you’ll meet a case consultant, Henry Ng, who will listen to your needs and shortlist a few candidates for you.

Clients have told me that Henry is a fantastic agent. He’s approachable and quick to respond to questions. Plus, he even reaches out post-consultation to make sure that everything is okay with your caregiver.

The great thing about Able Best is that they offer a wide array of services. If you need a caregiver who is trained to care for children and/or the elderly, or if you want someone who will help with general housekeeping, this agency has something for you.

It’s easy to reach out to the agency; you can do so via WhatsApp. During the consultation, an agent (Yani) will listen to your needs and requirements before finding the best match for you. 

Clients told me that Yani was patient throughout. She took the time to narrow down the list of candidates. Clients really appreciated that because it showed she really cared about providing the right helper. 

I also commend that this agency is starting to branch out. Their main office is in Queenstown, but they also have another one in Geylang. These locations are located on opposite sides of the country, so their service area is slowly expanding.

The prices here can be pretty expensive. If you choose a foreign domestic worker, your upfront fee will be somewhere between S$2,380.40 and S$3,904. At least, they do have a pool of local helpers, and the upfront fee for them is less than S$1,000.

Engage my helper from Able Best last year. This is a delayed review as I wanted to monitor the agency response if there is any problem with my helper after engaging her.
